Changes:
This release fixes a crash when HELP was pressed in the login window in non-English locales, a crash on Mac OS X due to title not having a default in OnSetTitle() in Manual HtmlWindow, and a crash on Mac OS X due to missing .vals in the Snellen Config Dialog. It has improved detection of a writeable user prefs file, improved wording on not finding a writeable user prefs file, and an improved German translation. There are no changes to the database.
