metaf2xml parses and decodes aviation routine weather reports (METAR, SPECI), aerodrome forecasts (TAF), and synoptic observations (SYNOP) and stores the components in XML. They can then be converted to plain language (text, HTML), or XML with different schemas.

Changes:
This release adds the processing of SYNOP groups in section 3 for region IV, groups in section 4, and recognises more 9xxxx groups in section 3. The geopotential height is properly decoded and the decoding of the snow depth is now country-specific. The precipitation amounts and cloud information from sections 1 and 3 are displayed in the summary format for SYNOP. Ogimet was added to the list of possible data sources. There are many small improvements for the translations and a few bugfixes.
